To me, this figure looks a lot like Hugo Weaving and goes nicely with other armored elf figures.
This armored Elrond figure, which features the “Elven Sword Attack Action,” first came out in the third wave of Half-Moon card figures for Fellowship of the Ring. It was later repacked in the second wave of FOTR single-carded figures, giving collectors another chance to obtain him if they missed out earlier.
